These are instructions on how to jailbreak your iPhone on iOS 12.0 – iOS 12.1.2 using Chimera and Windows.

This jailbreak works with all A12 devices, including the iPhone XS, iPhone XR, and the newest iPads.

Step One
Make sure to backup your device using iCloud or iTunes before you begin.

Step Two
Download the latest beta of the Chimera jailbreak from here and Cydia Impactor from here, saving them to a folder on your PC.

Step Three
Right click the Impactor zip and extract the archive.

Step Four
Launch Impactor.exe from the extracted folder. DO NOT Run as Administrator.

Click Run if asked to confirm.

Step Five
Connect your iPhone to your computer via USB making sure to select Trust if prompted on your device and Continue if prompted by iTunes.

Drag and drop the Chimera IPA we downloaded earlier into the Cydia Impactor app.

Step Six
You will be asked to enter your Apple ID and password. This is only used to sign the IPA, letting it run on your device.

Step Seven
Cydia Impactor will now sign the IPA and install the Chimera jailbreak app on your device.

Step Eight
Launch the Settings app from your SpringBoard then choose General from the Settings menu. Then tap to open iPhone Storage from the General menu.

If present, tap to select the iOS software update from the list and then tap Delete Update. When asked to confirm, press the large Delete Update button.

Step Nine
Return to the General menu by tapping General at the top left of the screen. Select Device Management from the General menu then tap to select your Apple ID.

Press the Trust “youremail@address.com” button and choose Trust from the alert that appears.

Step Ten
Swipe up from the bottom of the screen or down from the top right to bring up Control Center and toggle Airplane mode ON.

Step Eleven
Hold down the Power button (Power and Volume Up for iPhone X) and swipe the slider to power off your iPhone. After a few seconds press the Power button to restart your device.

Step Twelve
Ensure you are in Airplane mode then launch the Chimera app on your SpringBoard.

Step Thirteen
Tap the Jailbreak button to begin the jailbreak process.

Step Fourteen
You will be notified that a reboot is required. Tap the OK button to reboot your device.

Step Fifteen
Your iPhone will now reboot. Once it’s finished, reopen the Chimera app and tap the Jailbreak button again.

Step Sixteen
Chimera will respring and Sileo will appear on your Springboard!

Notes:
? This is a semi-tethered jailbreak so you will need launch Chimera and tap Jailbreak each time you reboot.
? If you don’t have a developer account you will need to re-sideload the Chimera app every seven days.
? Sileo uses Substitute instead of Cydia Substrate

Responding to the conflict-of-interest allegation against him, former India batsman VVS Laxman criticised the Committee of Administrators’ handling of the Cricket Advisory Committee,and alleged complete lack of communication from the Vinod Rai-led panel.

Laxman said the COA has been using the CAC only for the selection of senior national coaches, despite having promised the CAC a broader role earlier.

Laxman, in his official response to the Ombudsman-cum-Ethics-Officer, Justice DK Jain, rebutted the allegations of ‘conflict of interest’, and stated that he is ready to “recuse” himself if he is found to be in a position of conflict.

“On December 7, 2018, we had written to the Committee of Administrators requesting them to clarify the scope of our role and responsibilities. To this date, there has been no reply. Since no tenure had been mentioned in the letter of intent issued in 2015, it was only reasonable to expect some communication on whether the CAC was still in existence. Unfortunately that hasn’t been forthcoming,” Laxman wrote in his affidavit filed through his lawyer.

Laxman, along with Tendulkar, replied to notices served by the Ombudsman, following a complaint by Madhya Pradesh Cricket Association (MPCA) life-member Sanjeev Gupta against their dual roles as mentors in IPL franchises (Sunrisers Hyderabad in Laxman’s case) and CAC members.

“It will be worthwhile to note that the reason I agreed to be a member was because of the various inputs we were originally tasked with contributing towards the sustained growth of Indian cricket,” he wrote in his reply.

“The opportunity to be involved meaningfully in India’s climb towards becoming a cricketing superpower post retirement was privilege enough for me to turn down the offer of remuneration of being a part of CAC,” Laxman said in his affidavit, point 3 (c).

“The allegation of the complainant are baseless as we are in no manner selectors of either players or coaches, and CAC is not a permanent body,” he wrote.

The pertinent points of his affidavit were 3 (d) and (e), where he criticised the CoA, insisting that the body was never really forthcoming on the scope and role of the CAC.

Laxman said the roles of the CAC, as told to him in 2015, included focusing on improving performances of the national team overseas, creating a pathway to track a young cricketer’s career from U-19 to India A to the international team, ODIs and Test cricket for the country’s top players, managing workload for fast bowlers, means to improve the quality of Indian spinners, and education and life-skills for young cricketers.

He said no such input was ever sought by the BCCI.

“…none of the CAC members has (sic) been called on to give our opinion on any subjects except to be invited to be involved in the selection of national coaches and, once, the selection of junior national selectors. However, this is by no means a regular process and I am in no manner to be considered a selector.”

Laxman also claimed that the COA did not even give the three-member committee – the third member being Sourav Ganguly – enough time to confirm availability to select the women’s head coach.

Laxman urged the Ombudsman to view the “Conflict of Interest clause from the perspective of whether in the performance of my duties as a CAC member, I am being influenced by external factors”.

“It is my respectful submission that when I am barely required to discharge any duties as a member of the CAC, which I wasn’t even sure existed due to the lack of communication until I received this notice, questions of any conflict of interest doesn’t arise.”

WASHINGTON/NEW YORK (Reuters) – U.S. President Donald Trump directed officials to toughen rules for asylum seekers on Monday, including by introducing a fee for their applications and barring those who entered the country illegally from working until their claims are approved.

The moves are the latest effort by the Trump administration to stem a growing number of migrants crossing the U.S. southern border, many of whom then seek asylum in the United States. Many of the changes would be dramatic shifts in how asylum seekers are treated, but would also require time-intensive regulatory procedures before they go into effect, which will likely take months.

Trump administration officials have repeatedly blamed U.S. laws protecting asylum seekers for encouraging fraudulent or non-deserving claims.

But immigrant advocates say the Trump administration’s efforts to restrict asylum protections harms people legitimately seeking refuge from violence and persecution.

On Monday, Trump signed a presidential memorandum that directed the Justice Department and Department of Homeland Security to, within 90 days, introduce a slew of new regulations tightening asylum policy, including one setting a fee for asylum applications, which are currently free to file.

Even a small fee could be insurmountable for many asylum seekers, said Victoria Neilson, a former official at U.S. Citizenship and Immigration Services, the government agency that accepts asylum applications.

“The majority of people coming to the United States seeking asylum are coming with little more than the shirts on their back,” she said.

Another regulation Trump ordered his officials to prepare would ensure asylum claims are adjudicated in immigration court within six months.

U.S. law already directs the Justice Department to finish asylum cases within six months, but with a backlog of more than 800,000 cases, asylum claims often take years to come to a conclusion.

“The provision to process cases in 180 days has been on the books for over two decades,” said Ashley Tabaddor, president of the immigration judges’ union. “The problem is that we have never been given adequate resources to adjudicate those claims in a timely fashion.”

Asylum cases are often complex and involve trauma, and judges should have discretion to provide more time depending on the case, Tabaddor said.

Trump also ordered officials to introduce regulations that would disqualify asylum seekers who entered the country illegally from obtaining work permits while their claims are pending. Currently, asylum seekers who enter both legally and illegally are allowed to work while their claims wind through the courts.

U.S. Customs and Border Protection officials encountered some 100,000 people at the U.S.-Mexico border in March, the highest level in more than a decade, and one which officials say is pushing resources to the breaking point. 

Under U.S. law, asylum seekers that have a credible fear of return can seek review in immigration courts. The large majority of asylum seekers eventually lose their cases but can live in and work in the United States for the months or years it takes to process their claims. 

Monday’s memorandum is just Trump’s latest attempt to curb asylum protections. Other policy moves have been challenged in federal court.

Alex Hales has been withdrawn from all England squads ahead of the international season, in the wake of his 21-day ban for using recreational drugs.

According to an ECB statement, the decision has been taken by Ashley Giles, ECB’s managing director of England men’s cricket, and the England selectors, headed by Ed Smith, having considered what is in the best interests of the England team.

“Consideration was given to creating the right environment within the team and ensuring that there are no unnecessary distractions and that the team is in the best position to succeed going into this crucial period,” read the statement.

Hales will not travel to Ireland for a one-off ODI on Friday in Malahide and has also been removed from England’s squad for the T20I, the one-day series against Pakistan, and the preliminary World Cup squad.

“We have thought long and hard about this decision,” Giles said. “We have worked hard to create the right environment around the England team and need to consider what is in the best interests of the team, to ensure they are free from any distractions and able to focus on being successful on the pitch.

“I want to make it clear this is not the end of Alex’s career as an England player. The ECB and the PCA will continue to aid Alex and work alongside his county club Nottinghamshire to give him the support he needs, to help him fulfil his potential as a professional cricketer.”

England will name a replacement for the ODI series against Pakistan in due course.

Last week, it was announced that Hales had failed a drugs test, having tested positive for a recreational drug in recent weeks.

He is currently serving a 21-day ban after returning a second positive test, having pulled out of Nottinghamshire’s Royal London Cup campaign, shortly after the World Cup squad was announced, for undisclosed personal reasons.

The drugs violation is understood to have been detected after Hales underwent a routine hair-follicle test, which all professional men’s cricketers and centrally contracted women’s players undergo at the start and finish of every season.

This incident is just the latest disciplinary issue to have impacted on Hales’ career. In December, he was handed a six-match ban – four of which are still suspended – and fined by the ECB, following the Cricket Disciplinary Commission’s inquiry into the fracas outside Mbargo nightclub in September 2017, that led to the arrest and subsequent trial for affray of Ben Stokes.

Hales has not been a first-choice player in England’s white-ball squad since being dropped in the wake of that incident, with Jonny Bairstow and Jason Roy forging a successful partnership at the top of the order.

However, in June last year, Hales’ 147 from 92 balls was the key innings in England’s world-record total of 481 for 6 against Australia at Trent Bridge, and the strength that he would have added to England’s squad depth will be keenly missed, especially now that his most obvious understudy, Sam Billings, has been ruled out of the season due to a dislocated shoulder.

England have until May 23 to finalise their World Cup 15, and so the coming series against Ireland and Pakistan represent a huge opportunity for a replacement batsman to make his case for selection. The current front-runner would appear to be Hampshire’s James Vince, who made a career-best 190 from 154 balls against Gloucestershire last week.

PEMBA, Mozambique (Reuters) – Rescuers raced to help people caught in rising floodwaters in cyclone-hit northern Mozambique on Sunday as houses collapsed and heavy rains raised fears of worse to come.

Cyclone Kenneth first slammed into the province of Cabo Delgado late on Thursday, flattening entire villages with winds of up to 280 kph (174 mph) and storm surges – the second cyclone to hit the country in six weeks.

Floods and rains that followed sent brown water coursing through the streets of the province’s main city Pemba on Sunday and submerged roads leading to remote areas to the north and south.

The Mozambican government has put the initial death count at five. But rescuers said there were fears for the safety thousands of families cut off after rivers burst their banks outside the city.

Flights and helicopters were currently grounded, making access “virtually impossible”, said Nicholas Finney from Save the Children.

In Pemba, mud homes in the northern neighbourhood of Natite had started to collapse under the pressure of the water, the United Nations humanitarian agency OCHA said.

Residents tried to bail water out of their houses with plastic buckets. Others stacked sandbags outside or waded through waist-high floods in the torrential rain.

Video footage showed a line of cars forming on the main road out of the coastal city. A section of the route was under water.

Rescue workers evacuated at least 130 people to centres elsewhere in Pemba on Sunday, mostly by boat, said Salviano Abreu, spokesman for the U.N.’s humanitarian arm.

“AWFUL SENSE OF DEJA VU”

Mozambique is still recovering from Cyclone Idai that hit further south last month and moved into neighbouring Zimbabwe and Malawi, killing more than 1,000 people.

It is the first time on record that two such powerful cyclones have hit Mozambique in so short a space of time.

Weather forecasters have warned that Kenneth could dump twice as much rain on northern Mozambique.

“It’s an awful sense of deja vu,” Save the Children’s Finney said. “The response for Cyclone Idai is already chronically underfunded and resources are stretched to the limit.”

Mozambican officials on Saturday urged people living near rivers to the north and south of the city to move to higher ground. [L5N22909J]

An aerial assessment of the affected area on Saturday showed some villages had been “entirely wiped out” by the cyclone, Gemma Connell of OCHA said.

“They look like they have been run over with a bulldozer,” she added.

Images shared by the agency showed rows of wooden houses, separated by sandy paths, that had been almost completely flattened. Only a few structures and the occasional coconut tree were left standing.

The U.N. says more than 1.8 million people still need aid in central Mozambique, where Idai destroyed homes, ruined crops and unleashed a cholera outbreak. Kenneth affected at least 168,000 others, the country’s disaster management agency said on Sunday.

Namibia 226 for 7 (Birkenstock 61, Fayyaz 2-28) beat Oman 81 (Suraj 27, Frylinck 5-13, Smit 3-21) by 145 runs

In a tournament where home-field advantage has often played a huge role in gaining promotion, Namibia was one of the few nations with a relatively modest record playing at home in the World Cricket League. But they corrected that in their final opportunity, walking away with the WCL Division Two title on Saturday afternoon with a thumping win over Oman at Wanderers Sports Club.

In the process, Namibia also created history by winning an ODI for the first time, having gone 0 for 6 at the 2003 World Cup. Another historic achievement on the day was made by Australian Claire Polosak, who became the first female umpire to stand in a men’s ODI for the tournament final.

Karl Birkenstock, who had batted as low as No. 9 earlier in the tournament, was sent in to open the batting and proved his worth by top-scoring with 61 off 108 balls. Oman took wickets at regular intervals though, as Birkenstock struggled to find a partner before he fell to Zeeshan Maqsood at the end of the 35th over.

After adding an unbroken 103-run stand on Friday against Hong Kong, the duo of JJ Smit and Zane Green produced Namibia’s biggest partnership of the day, adding 57 for the sixth wicket at a time when the match was evenly balanced to help boost Namibia toward 200.

Jan Frylinck decimated Oman with his left-arm medium pace early in the chase, claiming three wickets in the Powerplay as Oman sunk to 26 for 4 by the end of the eighth over. Christi Viljoen then struck twice in the space of three balls in the 16th over to break into the Oman tail, sending them on their way to a double-digit total for the second match in a row, after having dominated the first four days of action.

Frylinck returned to claim Suraj Kumar for a top score of 27 before Fayyaz Butt was caught behind to complete his maiden List A five-wicket haul. After having claimed opening batsman Jatinder Singh for a second-ball duck with the new ball, JJ Smit wiped out the rest of the tail to finish with three wickets. It helped Smit cement Man of the Tournament honours as he finished the week tied for fourth overall with 13 wickets at 14.53, while also ending up third overall with 221 runs at 55.25.

Papua New Guinea 165 for 5 (Siaka 62, Timil 2-34) beat USA 164 (Timil 50, Vanua 4-37, Pokana 3-28) by five wickets

After being steamrolled by USA in a 10-wicket mauling during the round-robin stage, Papua New Guinea showed they truly earned back their ODI status with a thrilling last day win over Oman by exacting revenge on the Americans in a resounding five-wicket victory at Affies Park in the third place match.

Sending USA in at the toss, PNG’s medium pace attack exploited variable bounce throughout the morning. Nosaina Pokana and Norman Vanua wrecked USA’s top order with four wickets inside the first eight overs. Man of the Match Vanua was on a hat-trick after claiming Aaron Jones caught behind for 2 followed by Jaskaran Malhotra dragging onto his stumps for a golden duck on ODI debut.

Hayden Walsh Jr worked hard to revive the innings for USA, making 27 in a 43-run stand with Monank Patel, but USA’s innings began to flounder once more after Walsh chipped a catch to midwicket off Assad Vala to make it 78 for 5. Monank had grafted hard for his 39 after opening the batting, but walked too far across his stumps to legspinner Charles Amini and was given lbw. Karima Gore was then suckered into an attempt to clear mid-on hitting against the spin, resulting in a top-edge taken by Chad Soper to leave USA struggling at 105 for 7.

Timil Patel fought valiantly to prop up USA’s tail, eventually ending up with USA’s maiden ODI fifty. But Vanua returned to help wipe out the tail with Pokana as USA were bowled out for 164 in just 43.4 overs.

USA looked to be in with a chance of rallying to their first ODI win after Saurabh Netravalkar had Tony Ura caught behind in the sixth over, before Ali Khan bowled Vala shouldering arms to an inswinger in the following over to make it 25 for 2. Amini was caught behind edging a back of a length ball off Jessy Singh as PNG continued to teeter before Lega Siaka steadied the chase with his first 50-plus score in ODIs since making a century in his second ODI all the way back in November 2014 against Hong Kong.

Siaka was especially strong on the sweep, punishing Timil’s legspin for a series of boundaries. Vanua than completed his Man of the Match performance by slugging three sixes straight down the ground off Karima Gore in the 33rd over as part of a 23-run frame that ended the match with 17 overs to spare.

Canada 114 for 5 (Hiral 50, Ravinderpal 41*, Ehsan 2-16) beat Hong Kong 113 (Babar 32, Saad 4-30) by five wickets

Canada bounced back from the heartbreak of narrowly missing out on ODI status by four runs on net run rate, to end with their third win of the tournament, dispatching Hong Kong with ease at United Cricket Club.

Cecil Pervez claimed the big scalps of Anshy Rath and Kinchit Shah in the Powerplay before the Canadian ploy to open with spin at the other end paid off in the 11th over as Hiral Patel nabbed Jamie Atkinson and Ahsan Abbasi on consecutive balls. Babar Hayat added 53 with Scott McKechnie for the fifth wicket, but left-arm spinner Saad bin Zafar had Babar stumped for 32 to spark a rapid slide as Hong Kong lost their last six wickets for 30 runs, with four of them going to Saad.

Hiral wrapped up Man of the Match honours by following his two wickets with a half-century at the start of Canada’s chase. Ravinderpal Singh took over the bulk of the scoring after Hiral fell in the 13th, smashing three sixes in a 23-ball 41 that took Canada over the line in just 16.5 overs.

LONDON (Reuters) – A goal by Michail Antonio ensured West Ham United became the first visiting team to win at Tottenham Hotspur’s new stadium as Mauricio Pochettino’s third-placed side missed the chance to effectively secure a Premier League top-four place on Saturday.

The 1-0 defeat further confused the position behind soaraway frontrunners Liverpool and Manchester City, neither of whom played on Saturday, with Arsenal, Chelsea and Manchester United also chasing the final two Champions League spots.

At the bottom, Southampton guaranteed their survival with a thrilling 3-3 home draw against neighbours Bournemouth. Cardiff City’s 1-0 defeat at Fulham left them four points from the safety zone after 17th-placed Brighton Hove Albion drew 1-1 with Newcastle United in the day’s late kickoff.

Spurs, who had not even conceded a goal in their first four games back home, were looking for a boost ahead of their Champions League semi-final against Ajax Amsterdam. However, they failed to impress against a West Ham side who had taken just one point from their previous eight away league games.

Pochettino said the best way to now approach Tuesday — and one of the most important games in the club’s history — was simply to forget about Saturday’s setback.

“We have to forget about it, move on and think about Tuesday,” he said.

Antonio’s goal owed much to Marko Arnautovic whose dinked through ball allowed his partner a fraction of space to take the ball down on his chest and strike it firmly past Hugo Lloris. The defeat was Spurs’ first in the league at their home ground since May 2016 when Southampton were the winners.

Saints striker Shane Long’s rich vein of form continued with his fourth goal in five games after 12 minutes at St Mary’s. But after the Irishman missed an even easier chance for his second, Bournemouth hit back with goals from Dan Gosling and Callum Wilson.

An excellent strike from James Ward-Prowse and a bullet header from substitute Matt Targett put Southampton back in front before Wilson equalised, although the point ensured the Saints will go marching on in the top flight next season.

CARDIFF IN TROUBLE

A stunning strike from Ryan Babel gave already relegated Fulham their third successive Premier League win — equalling their best — and narrowed Cardiff’s escape options. The visitors mounted a storming finish, with Bobby Reid hitting the bar, but remain cut adrift with two games left.

Saturday’s game was interrupted by a worrying seven-minute stoppage when home defender Denis Odoi was accidentally kicked in the head by team mate Maxine Le Marchand.

Odoi required oxygen to revive him and was eventually carried off on a stretcher but manager Scott Parker later said the Belgian was fine.

“Denis is okay, I have just seen him,” Parker said. “It was a big head injury; he was out of it for a few seconds which was concerning but he is fine and will be okay.”

Brighton then plunged Cardiff deeper into the relegation mire after Pascal Gross scored their first goal in eight games in all competitions to cancel out Ayoze Perez’s opener. Cardiff need to win both of their remaining games to have a chance of survival.

Wolves manager Nuno Espirito Santo said revenge was not in his thinking ahead of their rematch with their FA Cup semi-final conquerors Watford. He will nevertheless be delighted by the 2-1 win courtesy of strikes from prolific scorers Raul Jimenez and Diogo Jota.

The win moved seventh-placed Wolves four points clear of Everton, who drew 0-0 at Crystal Palace, and Watford.

Before Friday, Chennai Super Kings had a spotless record in IPL 2019 at Chepauk, winning five out of five matches. And before Friday, Super Kings had a spotless record while chasing at this venue since 2013. Mumbai Indians, coming off a six-day break, shook off their loss against Rajasthan in Jaipur and toppled Super Kings. So, how did Mumbai breach fortress Chepauk?

Rohit and Lewis bed in

Rohit Sharma had not fired like he can in the lead-up to this game. He had managed only 228 runs in nine innings, which made you wonder if he would be more suited to batting in the middle order. The Mumbai Indians captain, however, sussed out the conditions well in Chennai and gave himself time to give his side a solid platform.

Deepak Chahar tricked Quinton de Kock with a slower offcutter for 15 off nine balls, but Evin Lewis, playing his first game of IPL 2019, announced himself with a trio of boundaries against Deepak in the fifth over.

After simply defending or knocking the ball into the gaps in the Powerplay, Rohit targetted his former Mumbai team-mate Harbhajan Singh and launched him with the turn over wide long-on for a brace of sixes. Lewis and Rohit added 75 for the second wicket – the highest partnership in the match – at a run rate of nearly eight before left-arm spinner Mitchell Santner dismissed the West Indian for 32.

Rohit, though, moved to his first fifty of the season and then cut loose, cracking Imran Tahir for two fours and a six in the 16th over. Just as Rohit threatened to zoom to three figures, Santner had him toe-ending a catch to long-on in the next over. Rohit had done his job, though, seeing off the early exchanges and setting it up nicely for Hardik Pandya and Kieron Pollard.

“For our team, he matters a lot to us,” Rahul Chahar said of Rohit. “He can single-handedly win games, so consequently his form is very important as there are tough matches coming up.”

The final flourish

Santner threatened both the edges on a tiring pitch with a delightful cocktail of drift, dip, and turn. In order to maintain a left-right combination, Mumbai sent Krunal Pandya in ahead of both Hardik and Pollard. Krunal couldn’t get going and holed out for 1 off 3 balls.

Mumbai were 128 for 4 in 18 overs, and were in desperate need of a finishing kick. Pollard then manufactured his own pace on a slow track and heaved Deepak behind square for four.

Hardik closed out the innings with 12 runs off the last three balls of the innings, including a mighty six over long-on that hauled Mumbai beyond 150. The 33-run stand off 22 balls from Pollard and Hardik hoisted Mumbai to an above-par total.

Slower bowlers give CSK a taste of their own medicine

There wasn’t much dew in the night, but the pitch got slower and slower. Lasith Malinga exploited it with his slower cutters and big dippers and nearly had M Vijay on 10 with one such slower variation, but IPL debutant Anukul Roy dropped the catch at backward point.

While legspinner Rahul found sharp turn, Krunal posed a threat with the lack of it and kept hitting hard lengths – neither driveable nor pullable. Krunal defeated both Kedar Jadhav and Ambati Rayudu with accurate arm balls.

Meanwhile, Rahul came away with 0 for 21 in his four overs. Left-arm spinner Anukul also played his part in Super Kings’ slump by getting Dhruv Shorey for 5 off 8 balls. Super Kings were 60 for 5 and there would be no way back for them.

Malinga returned at the death and took care of Super Kings’ tail with a steady dose of slower balls. Dwayne Bravo, Harbhajan Singh, Santner all holed out, trying to clear the long leg-side boundaries as Super Kings were dismissed for 109 – their lowest total at Chepauk.

Super Kings’ coach Stephen Fleming credited Mumbai for adapting to the conditions better than his side did.

“The conditions here are really hard to gauge whether you’re in form or not,” he said. “It’s hard to predict how the track is going to play. The last game was probably the best it has played for some time and Watson made the most of it, but today was tricky for all and they dealt with it a lot better than us.”

WASHINGTON (Reuters) – A merit-based immigration proposal being put together by White House senior adviser Jared Kushner could lead to an increase in U.S. visas for highly skilled workers, sources familiar with the effort said on Wednesday.

Kushner is expected to present the comprehensive plan next week to President Donald Trump, who will decide whether to adopt it as his official position or send it back for changes, the sources said.

The plan does not propose ways to address young people who came to the United States illegally as children who were protected by former President Barack Obama in the 2014 program known as Deferred Action for Childhood Arrivals (DACA), or those people who have Temporary Protected Status, the sources said.

Democrats, whose support the White House would need to advance any kind of immigration legislation through Congress, have insisted that the DACA recipients be protected.

Kushner has held about 50 listening sessions with conservative groups on immigration, a senior administration official said. He has been working with White House economic adviser Kevin Hassett and policy adviser Stephen Miller on the plan and the sources said there has been some intense behind-the-scenes jockeying about the plan.

At a Time magazine forum in New York on Tuesday, Kushner said he was working well with Miller, an immigration hawk, on the topic. The two men are both long-time Trump advisers.

“Stephen and I haven’t had any fights,” he said with a smile.

That drew skepticism from immigration advocate Marshall Fitz of the Emerson Collective, who gave Kushner credit for advancing criminal justice reform but said immigration was a dramatically different issue that Miller was dominating at the White House.

“It’s impossible to see how Kushner could navigate an issue this freighted with history and central to the president’s re-election strategy in a way that would actually move the ball forward,” Fitz said.

As a White House candidate in 2016 and throughout his presidency, Trump has advocated a hard-line policy on immigration, pushing for a wall to be built on the U.S.-Mexico border and using bruising rhetoric to describe people who have fled Central American countries to enter the United States.

Republicans have largely supported his immigration proposals, but the latest White House plan aims to bring them together on a broader basis.

Some in the U.S. business community have asked that the number of highly skilled visas be raised to attract more employees from abroad for specialized jobs amid a booming U.S. economy. Trump himself has talked of the need to bring in more skilled workers.

The immigration plan would either leave the number of highly skilled visas each year at the same level or raise it slightly, the sources said.

The overall goal is to reshape the visa program into a more merit-based system, a key Trump goal. Officials working on the plan have been reviewing the systems used by Canada and Australia as possible models for the Trump effort.

The group has been working on a guest-worker program as part of the proposal to address the U.S. agriculture community’s need for seasonal labor while not hurting American workers, but nothing has been finalized, the sources said. Trump has sought to court farmers in key battleground states to boost his chances of re-election in 2020.

The proposal will include recommendations for modernizing ports of entry along the U.S. border to ensure safe trade while preventing illegal activity. It also aims to decrease the number of immigrants able to enter the United States based on their family ties, the sources said.

Trump has already taken steps to address those immigrants who overstay their visas.

Kushner, who is Trump’s son-in-law, is also a main architect of a Middle East peace proposal that the president is expected to unveil this summer.

His objective on the immigration plan at the very least is to have a document that represents the president’s immigration policy and provide something that Republicans can rally around.
